On development-adjacent land the achievable LVR is decided by the valuer’s highest-and-best-use finding, not by the lender’s headline policy — and the report type is decided by what sits on the title. How to read this. The bands are indicative ranges observed across non-bank development lending over 2024–2026, not any lender’s policy, and they move with the market and with the sponsor. Bank appetite on development-adjacent land is generally tighter again. Valuation fees and turnarounds are typical ranges for the report type, not quotes. The single largest driver of your outcome is the highest-and-best-use finding, and the single largest driver of that is the instruction basis agreed with the lender before the order is placed. Settle the instruction basis before you order

Once a report is issued with a highest-and-best-use finding, that finding is very hard to move — and it governs your leverage for the life of the facility. It is a conversation worth having with the lender first.
