Regional planning: four dwellings in a Residential Growth Zone

Planning Permit 2024-272 · Greater Shepparton City Council

4 dwellings

referral objection resolved

Multi-dwelling residential development in a regional growth area

Regional applications fail on referral authority objections more than on merit. A single consolidated response to Goulburn Valley Water kept the permit moving.

The situation

A permit application to develop four dwellings in a Residential Growth Zone in Shepparton — the kind of infill density regional councils encourage in principle but scrutinise heavily in practice.

The problem

The referral authority, Goulburn Valley Water, raised servicing objections requiring formal response, and the application needed a coordinated evidence package: land survey, preliminary structural and civil engineering, and a valuation to support the finance case running in parallel.

What we did

Coordinated surveyor, structural engineer and civil consultant to produce a single consolidated response to the water authority rather than trickling documents to council. Preliminary engineering, structural and civil work was approved as a package. A WBP Group valuation was quoted and instructed in parallel so the finance was ready when the permit landed, rather than starting a funding process from scratch afterwards.

The result

The Goulburn Valley Water referral response was resolved and the application progressed through Greater Shepparton City Council's assessment with the engineering evidence in place.

Why it matters

Regional planning applications fail on referral authority objections more than on merit. Treating the water authority as a stakeholder to be answered comprehensively — not an obstacle to be argued with — is what keeps a permit moving.
